Replacement of pre-inspected rejected items must be pre-inspected as well.

If material is rectified after Joint Inspection, the rejection is withdrawn.

If rejection is not agreed upon, the material may be referred to a third party for decision, or rectification may be permitted.

If the Inspecting Authority and Firm do not participate, the Consignee's decision is final.

Representatives of Inspecting Agency, Firm, User, and Depot participate in a Joint Inspection.

For imported items, joint inspection must be called within 45 days from rejection.

Joint inspection for pre-inspected items rejected on technical grounds must be called within 21 days of rejection (for imports — 45 days) as per Railway Board letter.

CMM and PCMM have full powers (no limit) to waive Ground Rent as per MSOP 2018.

HQrs Dy.CMM is empowered to waive Ground Rent up to Rs.1 Lakh as per MSOP 2018.

Depot Officers have powers to waive Ground Rent up to Rs.50,000/- as per MSOP 2018.

As per IRS clause 7.3(e), material received after expiry of 75% shelf life is rejected.

Material received after cancellation of PO should be rejected.

Material received without IC (Inspection Certificate) and IC marks is liable for rejection.

Material received excess to PO quantity is rejectable when excess exceeds 5% tolerance and the value exceeds Rs.8 Lakhs (SOP Part-D Sl.No.5).

As per IRS clause 4.1, risk in goods transfers to Railways only on proper acceptance; damaged/broken goods at receipt remain at contractor's risk.

Material can be rejected if received after expiry of delivery date and item is made NNR (No Need Required).

If a specific warranty period is mentioned in the PO, that specified period is considered.

For GeM POs, the general warranty/guarantee claim period is 12 months from the date of receipt of material.

For IREPS POs, the general warranty/guarantee claim period is 30 months from the date of receipt of material.

As per current Railway Board guidelines, DRR must be cleared within 7 days.

CRAC stands for Consignee Receipt and Acceptance Certificate.

If no action within 10 days, payment is processed on the 11th day and Auto CRAC (Consignee Receipt and Acceptance Certificate) is generated.

PRC stands for Provisions Receipt Certificate.

For GeM POs, acceptance/rejection must be done within 10 days from PRC (Provisions Receipt Certificate).

For IREPS POs, consignee must accept/reject material within 90 days from date of receipt; beyond this, rejection is not valid.

If material is rejected, incidental charges and testing charges (if any) are imposed on the contractor.

If accepted, the Receipt section prepares R Note / RO (Receipt Note / Receipt Order).

CRN stands for Consignee Receipt Note, generated for balance payment (or if no advance, directly by consignee) in UDM.

CRC stands for Consignee Receipt Certificate, generated for advance payment in UDM.

In case of doubt, material may be referred to user depot for fitment and further inspection, or CMT/outside testing labs.

If PO conditions and Inspection Certificate requirements are not fulfilled, the depot must reject the material.

The Receipt Section in-charge must scrutinise the inspection marks and verify material received as per PO condition and specification.

M/s Intertek India Private Limited is one of the contracted TPI agencies for pre-inspection from 2023 onwards.

M/s SGS India Private Limited is NOT one of the four contracted TPI agencies. The four are TUV India, Bureau Veritas, RITES, and Intertek India.

From 2023 onwards, inspection has been outsourced to TPI (Third Party Inspection) agencies under contract.

Before 2023, pre-inspection agencies were government testing agencies.

The two stages are processing (raw material) inspection / manufacturing stage and final product inspection.

For PO value above Rs.5 Lakhs, pre-inspection (Source / TPI) is generally done, except in emergencies and material from PSUs/Production Units.

For PO value below Rs.5 Lakhs, consignee inspection is generally done, except for safety items and newly introduced items.

RT stands for Radiographic Testing in Non-Destructive Testing.

DPT stands for Dye Penetrant Testing in Non-Destructive Testing.

MPI stands for Magnetic Particle Inspection in Non-Destructive Testing.

UT stands for Ultrasonic Testing in Non-Destructive Testing.

Test Certificate / Mill Certificate shows the chemical composition and mechanical properties of material.

Dimensional verification is done using Vernier callipers, micrometres, gauges, etc.

Part number, batch/lot number, date of manufacture, country of origin are verified during Visual/Dimensional Inspection.

During Visual Inspection, physical damage, corrosion, dents, scratches, or contamination are checked.

Pre-Inspection activities include review of Purchase Order, specifications, approved drawings, and inspection notes.

Document Verification inspection is performed for routine / low-risk items, checking certificates and test reports only.

Combined Source Inspection and Receipt Inspection is performed for critical / safety items.

Receipt Inspection (RI) is conducted at the Railway's receiving location on receipt of consignment.

Source Inspection (SI) is conducted at the manufacturer's premises before dispatch.

RDSO (Research Designs & Standards Organisation) guidelines and drawings govern incoming inspection in Indian Railways.

Incoming Inspection protects the railway from financial losses due to defective supplies by ensuring only quality materials are accepted.

Increasing the number of suppliers is NOT an objective of Incoming Inspection. The objectives include detecting defects, ensuring safety, and preventing sub-standard material.

The primary purpose is to ensure only conforming, defect-free items are accepted into inventory and used for maintenance or manufacturing.

Incoming Inspection is conducted when materials, components, equipment, or stores are received at a railway workshop, depot, or store.

Incoming Inspection is also known as Inward Goods Inspection or Receipt Inspection.
