Delegation of Powers

Why SOP required

  • Management , Responsibility/ Accountability, Authorities
  • The Schedule of Powers represents inter-alia delegation of powers to the General Managers as received from Railway Board.
  • The objectives of the Schedule of Powers is to detail the powers delegated to the Officers by the General Managers for quick decision-making and decentralization.
  • The powers delegated are to be exercised only by the authority indicated and to the extent specified. The powers are subject to existing codal procedures, rules and other extant orders issued by Railway Board from time to time.
  • The powers are also subject to availability of funds. No re-delegation is permissible unless specifically authorized by the General Managers.

 

Delegation of Powers- Another Definition

  • Delegation is the entrusting of authority, power and responsibility to another
  • Annexure II of chapter 5 of Finance code
  • President of India/Railway Board âžœGeneral Managers ➜ Subordinate Officers like  PHODs, HODs, DRMs, Branch Officers etc

The delegation is grouped mainly under 3 headings:

  • PHODs/HODs
  • DRM/ ADRM/ SAG Officers in field units.
  • Divisional / Extra Divisional Officers and Officers in H.Qrs.
  • Any delegation or re-delegation of powers by the General Managers to authorities sub-ordinates to them should be made only in consultation with FA&CAO of the Railways .

 

MSOP have seven parts

  • Part-A Works matters
  • Part-B- Medical Matters
  • Part- C- Miscellaneous Matters
  • Part-D Stores- Stores Matters
  • Part E- Commercial- Commercial Matters
  • Part-F- Establishment Matters ( Gazetted & Non-gazetted)
  • Part-G- Security Matters.
  • There are certain powers, which cannot be delegated even by the General Managers to the officers down the line.
  • There is an attached annexure to the Schedule of Powers on every Railway which outlines the list of items requiring the personal approval/ sanction of the General Manager.
  • The General Manager’s powers are termed as negative powers because the powers outline what the General Managers cannot do which implies the approval/ previous sanction of higher authority is necessary.

MSOP 2018 – M&P works

M&P Plan head- PH 41

  • Upto 50 Lakhs –PCME
  • Upto 20 Lakhs- SAG/DRM/CWM
  • Upto 10 Lkahs- JAG
  • Above 50 Lakhs- Railway Board
    • LSG – Lumpsum Grant for M&P will be distributed by PCME in consultation with GM
    • Items costing more than 2.5 Crs appears in pink book
    • Items costing below 2.5 Crs appears in LAW (List approved works) book

Rolling stock items under RSP

  • Upto 500 Crs –AGM
  • Upto 100 Crs- PHOD/CHOD
  • Upto 50 Crs- SAG/DRM/ADRM

M&P as per Sanctioned works

  • Upto 10 Crs –PHOD
  • Upto 5 Crs- SAG (LSMP- 50 Lakhs)
  • Upto 2 Crs- JAG (LSMP- 50 Lakhs)

MSOP 2018 – Part-C

Stores imprest Part –C 1(b) PHOD/HOD have full powers with finance concurrence.

  • Contingent expenditure –  Part-C 8(a) PHOD/HOD have full powers JAG upto 5000/- with out finance concurrence.- In special cases finance concurrence is required.

 

Condemnation of Items  

  • Condemnation of Petty articles , T&P, Instruments etc other than office equipment PHOD/HOD full powers
  • JAG upto 10000 of scrap value, SS- upto 5000, JS and sr. Supervisor (IC)- upto 2500/- w/o FC
  • MSOP 2018 – Part-C
  • Condemnation of office equipment PHOD/HOD/JAG have full powers w/o Finance concurrence
  • Condemnation of M&P including vehicles and DRM/ADRM/CWM – full powers with respect of more than 75% life achieved w/o FC incase below 75% with FC
  • JAG full powers overaged machinery
  • SS upto 2 Lakhs for over aged M&P

Repairs of motor vehicles

  • PHOD- full powers upto Rs 1 Lakh Per occasion
  • HOD- upto Rs 1 Lakh Per occasion
  • JAG- upto Rs 40000/-Per occasion
  • SS-  upto Rs 10000 Per occasion
  • DGM/G – 1 Lakh per Occasion
  • CPRO- 50000/- per occasion
  • Finance Concurrence required value exceeding 40000/- and annual limit is 1 lakhs LMV and 1.5 Lakhs for HV

 

Write off losses of stores, tools and Plant

Rly Employee is not responsible

  • PHOD upto 2 lakhs , HOD (IC) -1 Lakh
  • DRM/ADRM/CWM- upto 2 lakhs, SAG- 1 Lakh
  • Div/officers and extra Divn officers- 5000/-

 

Rly Employee is responsible

  • PHOD upto 1 lakhs , HOD (IC) -50000
  • DRM/ADRM/CWM- upto 1 lakhs, SAG- 50000
  • Div/officers and extra Divn officers- 1000/-
  • Finance Concurrence is required above Rs.1000/-

Procurement of PCs under chargeable revenue on additional account

  • PHOD/ DRM – 10 Nos per year with FC
  • SAG/ADRM/CWM- 5 Nos per year with FC
  • SAG- (IC) – 10 Nos per year with FC
  • JAG- (IC) – 5 Nos per year with FC
  • For replacement upto JAG full power with FC

Vetting of NS Indents

  • Ordinary items – above 2.5 Lakhs
  • PA/Safety items- above 10 Lakhs

Vetting of Purchase Orders

  • Ordinary items – above 8 Lakhs
  • PA/Safety items- above 15 Lakhs
