All powers under SOP are subject to the availability of funds.

Delegation of powers is primarily grouped under three headings: financial, administrative, and works.

Powers must be exercised strictly by the authority indicated in the Schedule of Powers.

SAG officers have LSMP (Lumpsum for Minor Works/Projects) power up to ₹50 Lakhs.

LSG stands for Lumpsum Grant, a type of financial grant for specific purposes.

SAG officers, DRM, or ADRM can sanction RSP items up to ₹50 Crores.

Principal Head of Department (PHOD) can sanction RSP items up to ₹100 Crores.

Additional General Manager (AGM) can sanction Rolling Stock Programme (RSP) items up to ₹500 Crores.

Finance vetting is required for purchase orders of safety items above ₹15 Lakhs.

Finance vetting is required for purchase orders of ordinary items above ₹8 Lakhs.

Finance vetting is required for non-stock indents of safety items above ₹10 Lakhs.

Finance vetting is required for non-stock indents of ordinary items above ₹2.5 Lakhs.

JAG (Independent Charge) officers can procure up to 5 personal computers per year.

SAG/ADRM/CWM can procure up to 5 personal computers per year.

PHOD/DRM can procure up to 10 personal computers (additional account) per year.

Finance concurrence is required for write-off cases above ₹1,000.

Divisional officers can write off losses up to ₹1,000 when employee is responsible.

PHOD can write off losses up to ₹1 Lakh when employee is responsible.

PHOD can write off losses up to ₹2 Lakhs when employee is not responsible.

Finance concurrence is required for motor vehicle repairs above ₹40,000 per occasion.

Senior Scale officers can sanction motor vehicle repairs up to ₹10,000 per occasion.

JAG officers can sanction motor vehicle repairs up to ₹40,000 per occasion.

PHOD can sanction motor vehicle repairs up to ₹1 Lakh per occasion.

Senior Scale officers can sanction condemnation of overaged machinery and plant up to ₹2 Lakhs.

Condemnation of machinery and plant with less than 75% of service life requires finance concurrence.

PHOD/HOD/JAG have full powers without finance concurrence for condemning office equipment.

Junior Scale officers or Senior Supervisors can condemn petty articles with scrap value up to ₹2,500.

Senior Scale officers can condemn petty articles with scrap value up to ₹5,000.

JAG officers can condemn petty articles with scrap value up to ₹10,000.

JAG officers can sanction contingent expenditure up to ₹5,000 without finance concurrence.

Under Part-C 1(b), PHOD/HOD have full powers with finance concurrence for stores imprest.

Works below ₹2.5 Crores are included in the LAW (List of Approved Works).

Works costing more than ₹2.5 Crores are listed in the Pink Book (Annual Works Programme).

JAG officers can sanction M&P works up to ₹10 Lakhs.

SAG officers, DRM, or CWM can sanction M&P works up to ₹20 Lakhs.

Principal Chief Mechanical Engineer (PCME) can sanction M&P works up to ₹50 Lakhs.

Machinery and Plant (M&P) works are categorized under Plan Head PH-41.
